The European Commission is not satisfied with Microsoft's attempts to comply with the EC's order to open up Window's server protocols. MS proposed a licensing scheme which would provide access to protocol information for a fee.
The server interoperability licence proposed by Microsoft treats open source vendors unfairly and has unreasonably high royalties, according to the EC.
